抄録

巨大地震などの大規模災害時において，数千から数万人規模の構成員の安否確認を行い，教育研究活動をいかに迅速に再開できるかは，大学にとってきわめて重要な課題である．我々は，求められる機能として次の5 点が重要であると考えている：(1) ユーザ認証を必須とすることで信憑性の高い安否情報の収集が可能である，(2) 災害時においても動作が保証される，(3) アクセス手段が複数提供される，(4) 安否情報の登録・検索・集計が可能である，(5) 必要に応じて安否情報の登録指示が可能である．これらに対応するため，「学内に散在する情報・サービスの一元化および個人化」を目指している名古屋大学ポータルを利用した安否確認システムの独自開発に着手し，2006 年10 月の地震防災訓練から試験運用を開始した．本論文では，インフラストラクチャ機能・大学ポータル機能・アプリケーション機能の各クラスに分類される上述の機能を段階的に実装している安否確認システムについて述べるとともに，3 回の安否情報登録訓練のうち，すでに実施した2 回の結果からその有効性を明らかにする．

This paper describes a survivor confirmation and management system through Nagoya University Portal, which is intended to confirm who is alive after a major disaster crisis like a large-scale earthquake, and manages the data for recovery planning. In such system used in higher educational institutions, we believe in the importance of the following five points: (1)getting credible information by user authentication, (2) high-availability even after a major disaster crisis, (3) being provided by multiple access methods, (4) having the capabilities to input, search, and summarize confirmation information, (5) informing the start of input for constituencies. To attain these functionaries, we started developing our own survivor confirmation and management system as a home-grown system, on the top of Nagoya University Portal infrastructure. In this paper, we describe the current status through two out of three disaster drills to gather survivor confirmation information, and show the effectiveness.
