本小論では，インターネットを利用して分散環境における協調的問題解決を支援するための会議システムを実現し，システムの実現のために採用した会議の運営方針や，議論のモデルを検証するため，ドイツのハノーバー専科大学と共同で実験を実施し，アンケートの集計結果などを分析した結果について報告する．実験では，議論の統制管理を効果的に支援し，非同期による進行速度の低下の影響を少なくする目的で，分割統治法を利用したが，議論すべき問題をどう分割するかという，運用上の問題が明らかとなった．また，ドイツ側の参加者は，遠隔地にいる議長に対して，議長に与えられている権限が大きいことなど，議長が会議の進行全体を管理しすぎるとの印象を表明していた．これらの問題について，アクセスデータなどの分析に基づき，詳細な議論を展開する．

In this paper, we describe development and experimental results of a system which supports Collaborative Problem-Solving in a distance over the Internet.We first describe the modus operandi that allows users to conduct disucussions over the network without seeing each other. We outline and report the experiment that was conducted between the University of Applied Sciences Hanover and Hiroshima city University for the assessment of the modus operandi.The report includes the questionnaires we used for our evaluation and the opinion we received.We found out through the experiment that both the role of a chairperson and participants'understanding of the modus operandi are the most essential factors for an effective Problem-Solving on a network among experts geographically distributed around the globle.
