This essay is a record of three papers presented at the symposium, "A reconsideration of the laissez-faire and free market society in historical perspective: A comparative case study of the USA, France, and England, "held at Kumamoto University on November 29, 2014 (Organized by the Kyushu Society of Western History). The first paper, which was given by Hiroki SAMPEI, emphasized the progress and continuation of the "public economy" in 19th century American cities, where the space for the economy was regulated and controlled by municipal governments. The second paper, which was given by Ryota UCHIDA, shed light on unofficial market control around the middle of the 18th century in Normandy, France; the control was practiced by local authorities that pretended to utilize laissez-faire policies ordered by the royal authority. The third paper, which was given by Takahiko HASEGAWA, discussed the formative process of the "mixed economy of welfare" based on voluntarism promoted by the middle class in 18th century England, where the development of the market economy produced and accelerated labor migration and life-cycle poverty. These three papers explain how important the social control over the market economy was in the past, and is in the present, for the public welfare.
