Abstract

Most working mothers face conflicts in their work-life, either as a worker with no childcare tasks or as a worker with childcare tasks. Such conflicts definitely differ from what is usually referred to as the dichotomous identity conflicts "as a worker or as a mother". However, the Japanese government's white books and policy for working mothers fail to grasp these distinctions in women's work lives. This article examines the roots of why the present policy making process cannot truly grasp the Work-Life Conflicts. The author analyzed the proceedings of the Professional Council of Gender Equality Bureau of Japan Cabinet Office (2001) investigating the policy to support mothers managing both work and children, as the initial project of Japanese National Machinery for women's policy. Based on the analysis, the paper examines whether the image sought by the policy making process can truly reflect the conflicts in modern Japanese women's Work Life Balance.
