抄録

The autonomy needs to activate the politics in Japan. It also requests the civil power to make a framwork of new region. It needs the concept of local management and the method of management for establishing the sustainable development. The civil power is requested to make new management and the method of governance. This paper intends to study new concept of regional management and take up the independence of these subjects.
