This qualitative study examines the first and second Declaration of European Youth Work, which emerged in the process of forming the foundation of youth work as means of promoting the social inclusion of young people. In the second declaration, it is evident that the definition of youth work begins to take shape with its principle, role and area identified. The emphases lie on preventing youth work from being instrumentalised under the fiscal austerity and recognising it not as a luxury, but as a necessity of European societies.
