This study, following up on my previous study in 2008, focuses on the training of elementary school teachers as English teaching instructors in elementary schools, where the course of Foreign language (English) Activities will be required to be taught in 2011. The Ministry of Education gave five 5-day training session to elementary school teachers to become the core English teachers and to advisors at the boards of education to train the core English teachers, by dividing the nation into 5 blocks, in 2007 and 2008 respectively. The core teacher in each elementary school is required to give in-service training at their own school. In this paper, I will look at the roles of the core teachers first, the content of the 5-day training of Kyushu-Shikoku Block by the Ministry, and then the data of the training in each local area seems to be ongoing in various ways and mostly at a slow pace. The training of the core English teachers before 2011 is essential and is urgently needed.
