As members of the European Union must also be members of the Council of Europe, the human rights and education conventions of the Council have great effect. This can be seen with the plan to unify immigration regulations and also the development of a European high school education program. As a country in the center of the European Union, Germany should set aside its immigration problems and take the lead in these two plans. A large number of immigrants live in the European Union, and especially Germany, and this has resulted in a deterioration in education, a parallel society and in intercultural conflicts. This study details the background and the current state of German immigration policy from a demographic point of view while taking the latest cases into account.
