The neoliberal educational reforms that have permeated this century seem to have finally reached their limits. In order to cope with the introduction of market principles and the current problems of school education, schools have worked in cooperation with out of school experts such as school counselors. Concerning school non-attendance in particular it has been seen that schools have been dealing more carefully with each student one by one than ever before as a full-time teacher is stationed in another room. In this way school has continued to educate with helpful assistance from out of school experts by accepting and thoroughly conforming to individual needs and adapting itself to parentsʼ view of capitalism as a consumer. However Daijiro Hida emphasizes that this situation shows that the infiltration of privatization will promote a panopticon of deschooling and worries about an obvious decline in the previously self-evident idea of compulsory school attendance. Therefore this paper will examine the clues to school restructuring by probing into the problems that schools are likely to face with the inevitability of fundamental questions about the fundamental value and significance of their role itself in the face of non-attendance and another room.
