Abstract

Since the introduction of the law governing the National Pension System in 1959, there have been three major changes in the status of students. During the initial period of implementation of the system, student enrollment in the pension fund was assumed to be voluntary. Beginning in 1989, a second perid made student enrollment compulsory. The third, and current, period is that since the introduction of the Student Payment Exception System (Gakusei Noufu Tokurei Seido) in 2000.In an overview of these changes to the pension system, three general characteristics were identified. First, although students are seen as having a spesial position within the system, that position has always been rather ambiguous. Second, whether enrollment has been voluntary or compulsory, there has been the recurring dilemma of how to deal with students' irregular incomes and inability to pay premiums. Finally, for a long time after introducion of the law, student indicated only full-time student. Until revision of the national pension scheme to accommodate the Student Payment Exception System, payment of premiums was perceived as being the responsibility of the household rather than the individual.
