Budgetary funds of People's Liberation Army in China : Regulation and its change about the budget management of the military

Abstract

In this study, I aim at clarifying the definition and figure about the budgetary funds of Chinese People's Liberation Army (PLA). The Chinese military expense is divided intothe budgetary funds and the non-budgetary funds."Army's budgetary funds" is the major constituent of " Armed forces budgetaryfunds," the budget for which regulated by the Communist Party of China (CPC) and thePLA. Using this regulation and military financial related documents, this study analyses a range of items in the list of "budget subjects," in which the classification of items of thearmy's budgetary funds is recorded.Analysis in this research made clear that: (1) Army's budgetary funds are funded bythe central government and consists of budgetary funds such as armey's budgetary funds and armed police budgetary funds etc.; (2) The draft of the rules about the budget control of the military was first formulated on 1953, after the establishment of the nation, and this rules have been revised eight times; (3) in contrast to the reduction of off-budget expenses,the defense budget, which is the main source for armed forces budgetary funds,has been increasing.The armed forces budgetary funds have also been funded by national budget items other than the national defense expenditure. However, details remain unclear. On the other hand, in order to suppress the autonomy of the army and reduce corruption, the CPC has been cutting the non-budgetary funds and instead provides funding from the framework of the national budget. All of these point to the Party's intention to control the military.
