日本におけるここ20年間の在留外国人の傾向をみると、その数が急増しているだけでなく、ルーツの多様化が目立つようになった。1990年の入管法改正から日系人をはじめとする多様な国籍をもつ長期滞在者が増え、日本においても「多文化共生」という言葉が世の中に浸透し、人々の関心も高まった。しかし、日本社会が多文化化するにつれて多文化共生活動は一層複雑な課題を抱えるようになってきた。特に住居、教育、医療といった側面において、外国人居住者との共生活 動を行ううえで、問題を抱えている自治体は少なくない。地域における多文化共生活動を推進するには、行政と日本人住民と外国人居住者の三者による「共創」が不可欠である。本論文では、日本 における多文化共生の過程をダイバーシティ・マネジメントの視点から分析し、多文化社会における課題を明らかにしている。また、静岡県磐田市南御厨地区での多文化共生活動の成功事例を用 いて、多文化共創の必要性を解明することを目的とする。

When we look into the tendency of the resident aliens in past 20 years in Japan, we will notice the features of its rapid growth, and the diversification of nationalities. Since the Immigration Control and Refugee Recognition Act had been revised in 1990, long-term residents with various nationalities have been increased. Now, the term of "multicultural symbiosis" has become prevalent in Japan. However, the more multicultural the Japanese society has become, the more difficult multicultural symbiosis can be achieved. There are many local governments having problems in working on multicultural symbiosis with the foreign residents, such as housing, education, and medical care problems in particular. To promote the activities of multicultural symbiosis, the local governments, both Japanese and foreign residents need to work together. This paper explored the process of multicultural symbiosis in Japan from a viewpoint of the diversity management paradigm. The study also revealed the problems in the Japanese multicultural society. In addition, based on the successful case of the multicultural symbiosis activity in Iwata-city, the analysis aimed at to elucidate the necessity of the multicultural synergy.
