Scotland and Quebec are compared with a view to their nationalism. Nationalism in Scotland has always been civic nationalism while that of Quebec has been very much ethnic nationalism. It is, however, somewhat rapidly changing. In Quebec, its erstwhile ethnic nationalism is giving way to civic nationalism while in Scotland its traditionally civic nationalism has started to have tinges of ethnic nationalism. In both regions, now political parties whose goals are sovereignty, separation, and independence are in power. In Scotland, the Scottish National Party came to power in 2007 and it enjoys the majority of seats in the Scottish Parliament despite its use of a form of proportional representation. They were voted in with the pledge that they would conduct a referendum on the very issue, thus it indeed looms up on vista in autumn 2014. The Quebec Party now lags behind, although they have already two referenda. It is because it is a minority government and they were voted in without the pledge. A referendum in Quebec is not coming up till the late 2010s at earliest.
