The rice milling industry in Cambodia is in the development stage. As a consequence, the surplus paddy rice has been exported unofficially to Thailand and Vietnam without milling. Using the value chain analysis, this study examined the situation of paddy rice and milled rice distribution in Cambodia, and identified issues for the milled rice exports Two main issues were identified by this study. These were to reduce the amount of paddy rice selling to export middlemen by small and medium-scale rice millers, and to reduce the cost and the number of days required for export procedures. Small and medium-scale rice millers have difficulties in exporting milled rice in sufficient quality and quantity. Therefore, small and medium-scale rice millers have started to supply milled rice to large-scale rice millers, thus contributing to a reduction in the amount of paddy rice selling. However, this will also lead to an increase in distribution costs. Findings from this study suggest that in the future, large-scale rice millers should concentrate on milling for exports : on the other hand, small and medium-scale rice millers should mill for domestic markets.
