Description

City Planning Road Unimproved should be re-planned due to declining population in Japan. In spite of that, there has been difficulties to re-plan and/or cancel the plans. This paper focuses on the first case of cancel the city planning road in Niigata Prefecture, and discusses the difficulties to realize those movement.
