政府は, 財政再建を図るため, 行政運営の効率化を図る「行政改革」を続けているが財政状態の改善には結びついていない。その理由を離島航路事業の政策効果に焦点をあてて検討してみると, 人口減少などで地域社会の将来展望が見えず, 現状維持のための必要最小限の対応を続けたことで, 政策効果の劣化が起きていることがわかる。政策効果を高めて社会を発展させていくためには, 「公」と「私」は対立するのではなく議論を重ねて, 目的を共有し, 共に政策遂行の責任を担っていく「新しい公共」を創造していくことが必要である。 The government continues to improve the efficiency of administrative management to realize fiscal consolidation. However, the financial condition continues to deteriorate. From the policy effect of "remote island route" policy. The remote island area cannot see the future development, so the government continues the necessary minimum business to maintain the current situation. Therefore, the policy effect is declining.
