- Current policies towards foreign residents in South Korea

Abstract
South Korea held its first Conference on Foreign Resident Policy in 2006, where related government agencies began to seek a comprehensive policy towards the country’s foreign residents. The committee looked at Comprehensive Support and Administrative Guidelines for Local Governments on the Treatment of Local Foreign Resident Communities and the Multicultural Families Support Act issued by the government’s Safety Ministry, both of which are rooted in the Basic Act on Treatment of Foreigners Residing in Korea. The conference made it clear that (a) promotional frameworks to drive practical support for foreign residents had been put in place and (b) that the implementation and promotion of supportive measures (measures aimed at the smooth integration of foreign residents into local communities), both led by the national government,were gaining strength. It is fair to say that steady progress is being made in building local communities with respect for multiculturalism. At the same time, it is still the case that finding ways to peacefully coexist with the rapidly growing immigrant population is a major issue facing South Korea today. Major challenges related to progress in this issue include the steady and full integration of those who have immigrated due to marriage and their comprehensive social education; setting up and operating systematic learning support and after-school care for the children of multicultural families; building healthy environments to promote growth; and enhancing multicultural education in schools, workplaces, and society as a whole.
