Rome was formulate by many emperor, monarch, Pope and persons in power from before Christ to nowadays. By this reason, there are many problems for the large-scale underground construction. Before the World WarⅡ, Mussolini planned the exposition in southern suburbs area of rome (E.U.R). After the war, this E.U.R. was renewal for the various large-scale public estates. After the 1960's, Rome constructed many housing estates in eastern area. In nowadays Italian government and Municipality of Rome are planning the reservation the land from the new ecological and environmental point of view in western area of Rome, but on the other hand Rome are planning the new city "Bufalotta" in the northern area of Rome. We must pay attension to these new policies in future.
