This paper aims to describe the reorganization of the Japanese Language and Culture Study Program (JLCSP) in Hokkaido University and to suggest possibilities that come from it. The Ministry of Education, Culture, Sports, Science and Technology (MEXT) of Japan offers scholarships to international students who wish to study for a period of one year at designated Japanese universities as “Japanese Studies Students” in order to deepen their understanding of the Japanese language, Japanese affairs and Japanese culture. Hokkaido University began to accept the “Japanese Studies Student” in 1981 and established the “Japanese Language and Culture Study Program” focusing on student exchange through several reorganizations. The program is affected by politics of Japan and the university and so on. There are different types of “Japanese Studies Students” in Japanese universities and some universities struggle with managing the program. Now JLCSP of Hokkaido University has 40 students for the 1 year course and 20 students for the half year course: 80 students in total per year. It is the biggest “Japanese Studies Students” program in Japan and has a unique character and history, which this paper explores.
