Abstract
In the United States, telecommunications competition policy represented by the obligations to provide access to UNEs (Unbundled Network Elements) to other requesting carriers has been promoted as early as the amendment of Communications Act of 1934 in 1996.However, the United States tends to lag behind other primary countries in its broadband penetration.While there would be a number of its reasons, it can be assumed that deficiency of policy incentives toward inter-technology competition in the course of the policy transition from intra-modal to inter-modal competition has had a great dead of impact for this situation.Nevertheless, the“germ”of intertechnology competition has already started to come out in the States according to the development of facilities-based inter-modal competition, which is expected to contribute to further broadband development.It is thus important for the Obama administration to promote assistance measures with full consideration for not hindering inter-technology competition.
