The “Act on Vitalization in City Center” was amended and enforced in 2006. This paper analyzes the policy implementation of this act. The case study was conducted in Nagahama City, which received approval for the first basic plan from the Cabinet Office in 2009. In the current study, the focus is on the project spearheaded by the Kurokabe Corporation. Kurokabe has been promoting the renewal of brick and mortar stores through the basic plan by utilizing the support measures of the Ministry of Economy, Trade and Industry and the Ministry of Land, Infrastructure, Transport and Tourism. This process is clarified from the perspective of Nagahama City’s coordination with Kurokabe. First, Nagahama City formulated a medium-term management plan for Kurokabe, in which the president of Kurokabe was invited to participate. Second, Kurokabe decided to continue its glass sales and manufacturing because the Kurokabe Glass Shop has been the number one or two tourist destination in Shiga prefecture for the past 20 years. Third, the basic plan drastically changed the management structure of Kurokabe. The positive balance for the fourth consecutive term since FY 2015 shows the effect of renewal. In conclusion, the policy intent of Nagahama City’s basic plan did not change even in the private sector.
