In 2002, the Japanese government submitted the Protection of Human Rights Bill to the Diet in order to establish the Human Rights Commission. Although it is assumed that this bill is the first attempt to found the Commission in Japan, the same kind of bill had been submitted in 1954. That was the Human Rights Commission Bill. The proposal was not realized, however, it gives us many suggestions about human rights policy. Looking back upon the previous idea of the Commission, this paper examines the state of human rights and the human rights legislations in Japan.
