医療的ケア児への保育所等での受け入れが、2021 年の医療的ケア児支援法により責務とされた。本稿では、この受け入れが進んでいない現状の中で、受入体制の整備や保育現場の対応の工夫について、保育者及び看護師の研修会アンケート等から明らかにした。入園希望を受けて政策につなげ受入体制を整備した事例では、ニーズの把握と柔軟な対応が必要であった。これにより受入園での研修と看護師の意見交換会を実施しており、参加した保育者、看護師の声から受け入れに必要な二点が示された。一つは、医療的ケア児の理解である。本児、保護者、きょうだい児の現状を知り気持ちに寄り添うこと。これにより、病気の子どもではなくひとりの子どもとして受け入れていくことができる。もう一つは、看護師と保育者との協働である。どのような工夫があれば保育に参加できるのか、医療と保育の両面から工夫することで最善の保育ができる。こうした体制を整備していくことで、各地域で医療的ケア児の受け入れが進み、共に育ち合うインクルーシブ保育の実現へとつながるものと考えられる。

In 2021, the Act on Support for Children in Need of Medical Care was passed in Japan. According to this law, without exception, nursery schools have a responsibility to accept all children including those who need medical care. However, in Japan, the system of accepting all children into nursery school has not progressed as it should have. This paper clarifies the current situation with information from questionnaires completed by nursery teachers and nurses during lectures. Some cases show that in order to properly enforce the policy, it would be necessary to firstly accurately identify the needs of each child and then respond accordingly. This paper highlights two issues in the problems which may arise when admitting children who need medical care. The first deals with the necessity to understand everything
