抄録

The Commission of the European Community launched Bluebook “An Integrated Maritime Policy for the EU” in October 2007, after the Commission studied the public comment on Green Paper “Towards a future Maritime Policy for the Union: A European vision for the oceans and seas.” This paper will analyze the making process of EU’s maritime policy through the manner how the Commission dealt with thalassotherapy, a relatively new notion of ocean use, as well as the holistic approach for the Integrated Maritime Policy formulated by the Commission. Visà-vis the EU’s policy making process on maritime issues, this paper also makes initial comparison of Japan’s policy making process of its ocean policy. This paper reiterates that Japan and Europe just initiated an integrated process to substantiate holistic approach on the maritime policy to deal with emerging issues surrounding oceans and seas and that such a holistic approach to maritime policy necessitates sustainable and well balanced mechanism on behalf of all stakeholders.
