Abstract
This paper traced the history of a school reform movement named “All-Day Neighborhood School (ADNS)” that initiated in late 1930s through 1960s in New York City. In the narrowest sense, ADNS attempted to prolong the operation time of public schools so that it covers the after-3PM hours to enable the day-care of pupils with working parents. Here we focused on an educator Adele Franklin, who is the founder and director of ADNS for 30 years, emphasizing the fact ADNS targeted poor communities with colored pupils. Borrowing Preston Wilcox's concept of ‘bridging' we concluded that ADNS marked a new era that is distinguishable from previous times when visiting teacher movement attracted the focus, in terms that it broke down the hierarchical system compounding the center and the peripheral.
