In 2020, the outbreak of COVID-19 has brought significant changes in consumer shopping behavior and consciousnesses in Japan. Especially, in small and medium-sized local cities, the impact is immeasurable. In this case, this study focuses to analyze the shopping consciousnesses of residents in Oita City and its surroundings, especially on consumer consciousnesses during the COVID-19’s outbreak. This paper aims to extract the factors of the shopping consciousnesses in the city and its surroundings’ residents through the survey on the web-based questionnaire during the COVID-19’s outbreak.
