Deforestation in the Philippines is in the worst condition among those of South-east Asian countries. After the past commercial logging, further deterioration of the forest has been mainly due to swidden agricultural activities by local landless farmers who cultivate mountain slopes. Philippines government agencies and private organizations have been making efforts in reforesting the barren mountains. I visited such areas and studied their activities in the Santa Fe Municipality of Nueva Vizcaya Province. It was found essential to build Commons where people do not exploit but use and protect the forest resources. In order to promote reforestation by local people and to build Commons in reforested areas, I proposed that the government laws and regulations of reforestation give more freedom of utilizing forest products to local people who plant and grow trees on the state lands. Legally securing ownership of forest products will encourage local people to invest their resources in reforestation. Commons of managing the forest will grow among people with such a condition of autonomy. Mutual trust, which is presently lacking, will be enhanced between the government and local people through good practices of the both sides.
