The Spanish-American War resulted in a new American empire. The empire needed collaboration. In Hawaii, the Philippines, and Cuba, the United States had grown those who would invite American colonization there. In the case of the Philippines,Negros sugar hacenderos emerged as collaborators in the process of the Philippine Independence Revolution. The United States would grant the Negros hacenderos a significant role in colonial government. It would be appraised as“ a show of self-government.” My purpose in this paper is to trace their activities from the independence of Negros Occidental and the construction of the Negos cantonal government,to the draft of a constitution under the American military occupation.
