This study aimed to clarify why and how individuals engage in self-oriented behavioral practices in alignment with health policy goals. Methods: A literature review of health, hygiene, and sports since the Meiji Era was conducted. Results: Before the Meiji period, health was an individual matter, but during the Meiji period, government-led training and group activities for health promotion were enforced. In the postwar period, health promotion became individual-oriented, and awareness was promoted through healthcare manuals prepared by the government in line with international trends and the social context. Challenge: Current health goals are lacking in inclusiveness and diversity. It is therefore necessary to build a healthcare ecosystem that is inclusive and diverse, where people recognize each other’s health requirements based on their individual characteristics and life stages. This paper is part of the “Research on Sports and Health Literacy of College Students in 21 KYOU-281,” a joint research project of the Research Institute of Momoyama Gakuin University.
