Japanese water industry is suffering from financial difficulties owing to a sudden decrease in population. The Deterioration of Japanese water infrastructure has become a serious problem. Emergency management of Japanese water industry focused on the crisismanagement manual and disaster prevention drills is essential for people. But Various differences caused by labor shortage still remain on the crisis-management manual and disaster prevention drills of Japanese water industry. This paper provides the analysis of various differences on the crisis-management manual and disaster prevention drills. The consolidation of water-supply business for the risk aversion of natural disaster has been rapidly progressed. Consequently, it has been resolved various differences caused by labor shortage and Emergency management of Japanese water industry continues to change. Therefore, it is necessary to estimate various differences on the crisis-management manual and disaster prevention drills from recent data. This paper analysis a Theil index for verifying a gap of various crisis-management manual and disaster prevention drills from recent water statistics. From a point of view between regions and within area, the Theil index on the crisis-management manual of water-supply business has been reduced and the Theil index on the disaster prevention drills of watersupply business has been expanded. Furthermore, from a point of view by item of the crisismanagement manual and disaster prevention drills, the Theil index on earthquake countermeasures was changed by presence or absence of Tokyo and the Theil index on drought countermeasures was not changed by presence or absence of Tokyo. My finding derived from the analysis of a Theil index is that it is important to make watersupply business project consolidated between water-supply business in Tokyo and neighboring water-supply business. We must contribute to improve Emergency management of Japanese water industry. Furthermore, the government should provide financial assistance to rural water-supply business
