Abstract

The final goal of this study is to find out an impartial scheme of mutual communication about science and technology issues. An attempt of intensive dialogue, named “Open Forum on Nuclear Issues” between nuclear experts with conflicting opinions has been conducted with the aim of developing an impartial scheme of communication about the highly controversial nuclear issue. The scheme of open forum has been employed as a reference model to a methodology for improved risk communication and consensus formation. The most significant feature of this study is in that the study has been conducted as an action research rather than a laboratory-based activity. In this study, the detail of this framework and detailed evaluation findings were summarized. And five elements, 1) equal time for advocacy, 2)impartial scheme of planning, 3) impartial scheme of facilitation, 4)facilitater's attitude, 5) quality of communication, were described for impartial scheme of mutual communication about science and technology issues.
