Description
In Japan, even small municipalities often have their own garbage disposal facilities in their areas. However, as the population decreases, there is a need to expand the area of garbage disposal and to select new incineration facilities to dispose of large areas of garbage. Waste incineration facilities have been rejected by people as nuisances and NIMBYs. Therefore, the Ministry of the Environment has proposed a refuse incineration facility that creates multifaceted value and is welcomed by residents. In this paper, we examine what kind of facility would be welcomed by the residents of Oki Town (pronounced ooki), Fukuoka Prefecture, assuming that a waste incineration facility is constructed in the town. We examined the possibility of using the refuse incineration facility as an energy hub to supply electricity to public facilities, hot springs necessary for the town, and heat supply to agriculture. This would increase the possibility that the incineration facility could also be used as a base for disaster prevention, health promotion, and agricultural promotion, making the facility more welcoming to residents.
