Purpose:This paper aims to highlight the significant public responsibilities of the local government for the continuity of Japanese Education for people from abroad. In Japan, local governments are tasked with providing Japanese education to people from abroad. However, it s important to note that a staggering 90 % of those who run the Japanese Education Classes are volunteers or part-time teachers, demonstrating their dedication and commitment. This reliance on volunteer-based programs, while admirable, poses significant risks of discontinuity and instability, a concern that needs immediate attention. Research Methods: This paper identifies the problems that volunteer-based programs are likely to face through already published papers and the authors experiences. To find a solution, the Japanese education program of Soja City, one of the pioneering local governments, was analyzed, showcasing the potential for improvement and innovation in this field. Findings and proposals: The local government plays a crucial role in ensuring the continuity and stability of Japanese Education for People from Abroad. Assurance of the place, lectures, and supporters (volunteers) are essential roles the local government can take. To make the human relationship in the class as smooth as possible, the local government can take measures to protect privacy. Expanding the teaching qualification of Japanese for People from Abroad in teacher education and teacher employment examination will be essential in strengthening Japanese Education for People Abroad within the framework of the national education system. It will contribute to the continuity and stability of Japanese education in Japan and for all the people in foreign countries who need to learn or are interested in learning Japanese.
