本研究は、景観行政を中心とした景観づくりの現場に見られるさまざまな問題点を抽出し、その解決策について考察し、住民と事業者と行政が一体となった住民主導型の「景観プロデュース」を提案するものである。研究のペースとなる調査については、「景観法」成立直後の全国47都道府県及び192市町村アンケート調査、滋賀県長浜市及び長野県小布施町フィールド調査、景観賞の調査などを行っている。

The study is intended to unveil various problems witnessed in the field of landscape creating policy and scenery making, discuss measures for solving the problems, and propose "citizen-led landscape produce" jointly operated by the citizens, enterprises and local government. The data is collected from interviews and field investigations in 47 prefectures and 192 municipalities around the nation right after establishment of Landscape Law, and in Nagahama, Shiga Prefecture, and Obuse, Nagano Prefecture
