「親亡き後」の問題を再考する

今、知的障害者福祉は大きな変動期にある。1970年代は、大規模入所施設であるコロニーを中心に、全国各地で知的障害者の入所施設が次々と増設されていった施設中心の福祉の時代であった。それから約35年以上経った現在、「重い障害があっても地域で暮らす」というノーマライゼーションの思想がようやく浸透しつつある。しかし、35年前と比較して、地域の基盤整備は整ったものの、親が抱く「親亡き後」の問題は厳然としてある。本稿では、日本全国に入所施設が次々と建設されていった時代から、現在の施設批判および地域生活移行に至るまでの35年間で、「何が変わったのか」「何が変わっていないのか」を明らかにした。そして、未だに家族のケアに依存している問題を指摘し、問題解決に向けて親子を分離して「どのように支援していくか」という視点が重要であると結論づけた。

These days, the welfare of the persons with mental retardation have been changing. In 1970, there was a history that many institutions for them had been increasing. After about 35 years passed, Normalization have been penetrating gradually. However, parents of them still worry about their children's lives after parents' death. This thesis retrated of the history for the persons with mental retardation from the time of the institutions increasing to them taking apart. Then, I cleared what is the problems after parents death. I pointed out the causes of the problems exist depending on their parents for a long time. I suggested introducing the viewpoint of the separating of parents and children.
