外部不経済効果の内部化と技術変化 : コースの定理の限界

企業が外部不経済の効果をもたらす財を生産するとき,政府は外部不経済の効果を減少させるために政策を実行する.その結果,企業は,生産量を減少させることによって,外部不経済効果を抑制する.しかしながら,企業にとっては,生産量を減少させるという結果は必ず望ましいというわけではない.理由は会社の生産量減少し,利益が削減されるからである.したがって,政府が外部不経済効果の内部化のための政策を実施することによって,企業の生産が削減されるならば,企業は,新しい生産を削減させないような新しいやり方を導入するであろう.この論文において外部不経済効果を減少させるような技術として2種類を取り上げる.1つは,短期的に損害額を減少させる「エンド・オブ・パイプ」型の技術である.もう1つは,「生産過程変化」型の技術であり,長期の間,有害物質を減少させることによって損害額を減少させる技術である.2種類の技術を比較する場合,生産過程変化型の技術が望ましいことが示される.

When a company produces products that bring the effect of the external diseconomy, the government executes the policy to reduce the effect of the external diseconomy. As a result, the company reduces the external diseconomy by reducing amount of production. However, the result to reduce amount of production is not necessarily preferable for the company. The reason is because the profit of the company decreases by reduction of the amount of production. Therefore the company introduces a new technology when the government makes a policy for internalization of the external diseconomies effect to reduce reduction of the production by the policy. I will take up two kinds of technologies to reduce the discharge of a material producing an external diseconomies effect in this paper. One is a technology of "the end of pipe type" that reduces the amount of damage for the short term. Another one is a technology of "Production process change type" to reduce the amount of damage by reducing the material for the long term. It is shown that the technology of the production process change type is preferable by comparing two kinds of technologies.
