This paper aims to grasp the structure in movement of population and the actual conditions of housing acquisition, for the purpose of establishing the housing policy in a small local city. This investigation was conducted at the Namerikawa city. Main conclusions for the housing policy are as follows; (1) As for the ones moving in from other areas in the same prefecture, some of them seem to settle in this city. (2) As for the ones whose domiciles are in this city, it seems to be important to prevent moving out to some neighboring cities. (3) Many people in this city, especially ones who came from the other areas depend on the public operated house.
