This paper describe the followings; environmental communication is a means for environmental problems solution, and the function will be expanded more from now on. Since many citizens are able to participate in environmental communication actively, environmental education should have important roles. Science education and social studies education are considered as elements which constitutes the environmental education. This paper is the base for proposing an environmental education programs from now on. The roles of science education is follows; citizens are able to understand the knowledge and concept of natural science in environment information, citizens are able to interpret scientific data rationally and logically, citizens are able to produce and process the scientific data suitable for his purpose and opinion in order to send environment information, citizens should understand the views of science deeply. The role of social studies education is as follows; citizens need to understand the necessity for the social system which can use many procedures and rights with a democratic citizen because of solution of environmental problems, for the solution of environmental problems, a lot of citizens need to take partnerships between politicians, scientists, engineers, administrations and companies. Many citizens are being able to participate in a democratic process actively.
