Abstract

The author, who put my organization on the side as a community health service provider, feels that a certain kind of unbridgeable gulf has always existed between health insurance policy and the site. This text aims to view policy execution in the present situation targeted at health insurance system reform by determining if this gulf can be bridged. For the analysis, I examined a policy and the change in the outlook on health through verbal explanation analysis of the health system and historic analysis of the policy. In addition, I tried to ascertain the level of recognition of policies related to the country, administrative divisions, municipalities, and the public; I explored each of these four layers from the perspective of policy making and policy execution by using the policy system theory and visualized the relation of four layers. The results showed that the unbridgeable gulf was created by a gap in the recognition of the policy at each level. Therefore it is necessary to conduct positive discussions after understanding the entire image of the policy system as a strategy to reduce the gap in the recognition of the policy across all levels.
