The objective of this study is to clarify inclusive education in India in relation to the Right of Chilren to Free and Compulsory Education Act, 2009 (RTE Act), and to identify the current circumstances of inclusive education conducted uner the Sarva Shiksha Abhiyan (SSA) program, in India’s Tamil Ndu state. First, through the examination of the RTE Act, it was revealed that there were some discrepancies in the range of educational settings intended for children with special needs. Under the RTE Act, educational setting were limited to schooling, but under the SSA more flexible settings were accepted. This may affect future trends in inclusive education. Secondly, activities under the “Intervention for Disabled Children” scheme of the SSA in Tamil Nadu state were also described. Fact-finding visits to two schools in Chennai revealed as follows: through provision of various educatinal settings by contracting projects partly to NGOs, close to 100 percent enrollment of children with special needs has been achieved, at least as indicated by school registration records.
