The purpose of this study is to clarify who masterminded The Three Ports Incident （also known as Sampo Waeran （三浦倭乱） or Sampo-No-Ran（三浦の乱））, a riots in 1510 by Japanese citizens residing in Korean port cities （Dongnae（東萊）,Chang-won（昌原） and Ulsan（蔚山））.According to the previous studies, Sō Kunichika（宗国親）, subruler of Tsushima（対馬） and Sō Morihiro（宗盛弘） pulled strings behind the incident.However, the previous studies based on only Wajin Heijiro（倭人平時羅）’s witness on behalf of Sō Yoshimori（宗義盛）,ruler of Tsushima. There was rivalry between Yoshimori, and Kunichika then.There are some good reasons for Yoshimori was mastermind of incident.First, after Kunichika’s sail over to Sampo, a strategy of Tsushima army has changed. That is a switch from the offensive to the evacuation. So, there is a strong possibility that Kunichika decided evacuate noncombatants from the front line. Thanks to his early evacuation order, most of residents and their property was safe.Second, Morihiro died of an evacuation war and he worshiped as the deity by Tsushima people. So, the folklore of Great gracious god Takasaki（高崎大明神） in Japan based on Morihiro’s death after fi ghting to the bitter end and Tsushima people’s gratitude for his action. Because of these reasons, it cannot reasonably be assumed that Kunichika and Morihiro was masterminded the incident.Third, the most important point is Sō Sadanaga（宗貞長）, the leader of the vanguard, testifi ed that Yoshimori was mastermind.In conclusion, it is likely that Sō Yoshimori decided to invade Sampo for his power reinforcement. So, Sampo-No-Ran was the incident that linked to the political process of Tsushima functionally.
