本研究では大学における環境マネジメントシステムの確立を目的とし,大学におけるISO14001導入に関する研究の一環として現状調査を実施した。既認証取得大学については,2004年7月末現在,日本国内(JAB: 財団法人日本適合性認定協会)で認証登録されている大学(学部)37校全てに対して,未認証取得大学については日本国内において環境系の学部(学科)を設置している大学から40校に対して行った。また,審査機関に対しては,2004年7月末現在で存在する42機関の内,教育機関に対する審査実績を有する16の審査機関に対して行った。実施時期は2004年8月～9月末日である。その結果,大学におけるISO14001の認証取得に関しては,既認証取得大学,未認証取得大学とも,ほぼ全ての大学で有意義なものとして肯定的に捉えていることが分かった。その理由として,直接的影響である「紙・ごみ・電気の削減」だけでなく,間接的影響である「環境意識の高い学生の育成」や「環境に関する教育・研究の推進」があげられた。また,審査機関もこれらについて,著しい環境側面としての評価がなされ,環境教育・研究活動に繋げていくことが大切であるとしていることから,大学にとってはこの間接的影響こそ特に重要であることが明確になった。しかし,実践面では,大学独自の問題点が存在することも明らかになった。その主な問題点を要約すると三つある。それは,「人的体制面」,「既存のシステムとEMSとの融合」があり,そしてもう一つは,「教育効果の検証」という問題である。

This study was carried out to examine the current state of affairs concerning the ISO 14001 introduction at the university. The questionnaire survey was distributed to not only all of the 37 universities and faculties accredited by the JAB (The Japan Accreditation Board for Conformity Assessment) at the present time during the end of July in 2004, but also to 40 other universities that established a school of environment systems as an unaccredited university in Japan. Moreover, the same questionnaire was distributed to 16 institutions that had already processed examination results for the educational institutions from among 42 examination organizations. The execution time was from August until the end of September of 2004. As a result, it has been determined to affirmatively reach all the accreditation universities, as well as unaccredited universities and also institutions that assume that it is significant for the certification of ISO 14001. Not only the direct influence such as "reduction in paper, garbage, and electricity" but also indirect influences such as "promotion of the student with high environmental consideration" and "promotion of the education and studies concerning the environment" were given as reasons. It was, however, also clarified that a specific problem which the university existed in actual introduction of the ISO 14001 in practice. The three problems mainly exist when summarizing it. It is a problem of "human system side", "harmony of an existing system and Environmental Management System", and "verification of the education effect." It was suggested that solving these three points would become key factors to decide whether the ISO 14001 introduction in universities could succeed or not.
