There are many kinds of Geographic Information System in City Agricultural Committee and others. But the existing GIS in the agricultural field is not effectively available for a regional agricultural plan because of the imperfection in the correspondence between the digital map data and the agricultural statistical data, and because the GIS data are not renewed. In this paper I explain how this is interfering with the spread of agricultural and propose a manual on how to develop Agricultural Geographic Information System (AGIS) in City Area through the experience of the developing and renewing process of AGIS. This manual consists of the following three processes: 1) Classify some villages into one AGIS map; 2) Make a common key which is the connection between the digital map data and the agricultural statistics; and 3) Use Community Participation in the AGIS to connect the digital map data with the agricultural statistical data, and renew the GIS data.
