本稿では，イギリスにおけるインテグレーション及びインクルージョンに関する1970年代以降の施策の展開を検討した。その結果，1970年代以降，政府の諸文書や法令においてインテグレーションやインクルージョンの促進が明示されてきてはいるが，実際の統計データにおいてはインクルージョンが進展しているとはいえない状況にあること及びインクルージョンの実態についてはかなりの地域差がみられることが指摘された。さらに，イギリスでは特別学校の存在が否定されてはいるわけではなく，むしろ1970年代から特別学校がインクルージョンを進展させるために重要な機能を果たす存在として認識されていることが明らかにされた。さらに，1970年代から今日まで，インテグレーション及びインクルージョンを実施するための条件が明示されており，この条件の検討が今後の課題である点が指摘された。

The purpose of this study was to analyze the political development of integration and inclusion from 1970s in UK. It was clarified that inclusion was not accelerated as a whole according to the actual statistical data though the promotion of integration and inclusion was indicated at some acts and political documents. The existence of special schools was not rejected. If anything it was accepted that special schools had very important roles to promote inclusion. It was suggested that some statutory conditions to implement inclusion should be examined.
