This paper reports the structure of an industrial cluster in the Indian IT industry. This research analyzes the IT industry in 1ndia using the MODE concept to explain an integrated model concerning the business creation in a particular region. We proposed the framework of the coevolution model for this case analysis. This study aims to obtain a policy suggestion to create an industrial cluster in the region. This thesis is composed of five chapters， and its contents are as follows. Chapter 1 outlines the main features of the IT industry which drives the Indian economy. Chapter 2 explains the collaboration between universities and the private sector in Bangalore and then describes the characteristics of the Indian educational system. Chapter 3 describes the business system of an Indian IT enterprise. Chapter 4 discusses the current relation between an industrial cluster and PR. Finally， Chapter 5 proposes a policy suggestion to create an industrial cluster and concludes this thesis. In conclusion， we suggest that the results of this research can be applied to create an industrial cluster in a specific field.
