- The Structure of Prejudice and the Key Concepts of Human Rights Education -The introduction and practice use in Japan of Human Rights Education in the U.K. and France-

Abstract
The purpose of this paper is to examine the key concepts of Human Rights Education in the U.K. and France with a focus on the structure of prejudice, and to introduce the purpose and procedures of activities for Human Rights Education designed to overcome this prejudice. There are three typical distinctive characterisitics of "Authorian personality" defined by Fromm, E and Adorno, T ;-they tried to clarify the relation between personality and prejudice-. Three characteristics are: 1) scape goat; 2) openness of conflicts; 3) torelance of vaguness. The key concepts of Human Rights Education to overcome these characteristics of "Authoritarian personality" are as follows ; a) To establish one's identity (Activity #1 -#2): If one has confidence in oneself, one can actively make appnsals of others. b) To promote torelance towards diffrent cultures, ethnicity and so on. (Activity #3-#6) : Accepting both the difference and similarities is significant to human life. Also some actitivities are introduced to encourage a basic attitude towards living in a democracti society, and to promote a positive attitude towards refugees or immigrants (Activity #7 -#10). Last of all, a report to teachers and public officers in the Human Rights Awareness Meeting, February 1993 on the use of these activities in Human Rights Education is included.
