Abstract

When statutory health insurance is provided by multiple separate insurers, the disparate premium rates quoted by these insurers are problematic from the standpoint of fairness to the insured. To solve this problem, Germany has reformed its system such that the insured now have the right to choose among insurers. Therefore, these separate insurers must now compete with one another. This study clarifies the reasons for which Germany made this policy choice and the factors involved in this decision.
