説明

Economic growth in post-war Japan did not completely eliminate poverty among workers. In 2015, the relative poverty rate of Japan was 15.7%. Poverty among workers and their families is severe. Public assistance system is final national system for security of minimum standard of living. When whole system for life problems（ social security） get weekend, task of public assistance, as final system, increases. Without completeness of the system before public assistance, it cannot play the role. This paper clarifies the structure of life problems, and clarifies structure of systems to solve life problems. Then, with pointing to positions of systems and facilities of public assistance, roles of those systems and facilities are indicated. In addition, there will be the referring about social welfare movement and labor movement, to return the burden to public assistance.
