GATT/ WTO has been contributing to ensure smooth flows of international trade and promoting the growth of the world economy. Under this international trade system, consumers enjoy consumption variety with the increase in trade volume, however, adverse results have appeared in cultural aspects. Since cultural goods (creative industry) is one of the most important segments of the services, which are the largest and most dynamic component of both developed and developing country economies, trade in culture must be studied from the view point of regulation policy in international trade. In this paper, before analyzing theoretically the effects of trade liberalization on the flow of cultural goods and the culture, I briefly explain the international trade system and survey current structure of Japanese service trade.
