この論文は、福祉行政にとっての社会的資源となる非営利セクター（NPO・社会的企業）との連携・協働について理論的考察を行う論文である。まずは、第２節において、福祉行政と非営利セクターの関係性についての理論に関する一般的な議論について考察する。次に、第３節において、福祉行政と非営利セクターとの連携・協働の歴史について振り返りたい。第４節では、行政と非営利セクターの連携・協働のあり方をめぐる二つの争点を取り上げる。すなわち、①行政と非営利セクターの距離についての論争と、②非営利セクターに期待される役割についての論争である。最終節では、福祉行政と非営利セクターの連携・協働の利点と課題について考察することで締めくくりたいと思う。

This paper is to do theoretical considerations about the cooperation and collaboration with the nonprofit sector that becomes the social resources for the welfare administration. In Section 2, we examine the general discussions, on the theories of the relationship of the welfare administration and non-profit sector. Next, In Section 3, I want to look back on the history of collaboration and cooperation with the welfare administration and non-profit sector. InSection 4, we discuss the two issues over the cooperation and collaboration of welfare administration and NPOs. social enterprises. These are 1) the controversy about the distances of NPOs · social enterprises and public administration, and 2) the controversy about the roles that is expected to NPOs and social enterprises. In the final section, I want to conclude by discussing the benefits and challenges of collaboration and cooperation of welfare administration and non-profit sector..
